Chairman Rob Bishop is now impeding Puerto Rico’s recovery

Rep. Rob Bishop (R-Utah), chairman of the House Natural Resources Committee, has abandoned the sound fiscal stewardship that once made him a leader on fiscal solvency and responsible economic recovery for Puerto Rico.

Instead, Bishop has succumbed to the special-interest quagmire in Washington and is now actively promoting unsustainable policies for the battered U.S. commonwealth. Specifically Bishop is advocating a plan to create dependency on imported natural gas alongside Wall Street-friendly policies that would essentially leave the island suffocating under a mountain of debt.

The congressman, who has previously called for less political interference in Puerto Rico’s recovery, is now, ironically enough, creating more. Yesterday, he called for the island’s governor to testify at a hearing before his committee this week in Washington, an event that bears close public scrutiny.


Two years ago, Bishop shepherded through his committee the controversial PROMESA statute (Puerto Rico Oversight, Management, and Economic Stability Act) that established the federal Financial Oversight and Management Board (FOMB), a body impaneled to forge a fiscally sound path out of bankruptcy. The board is an independent, extra-governmental institution that has imposed the typical trade-off of control boards: Some political power is given up by local elected leaders in order to create a broad consensus that replaces policies that led to bankruptcy. No government has ever liked having a control board imposed on it, but most astute political leaders learn how to use them in the best interest of their people.

After the enactment of PROMESA, the job of Congress was to merely step back as the resulting budget process unfolded and to support a transition to solvency.

Puerto Rico’s path under the PROMESA board’s guidance has been rough, to say the least, in part because of congressional meddling, especially by Bishop.

Gov. Ricardo Rosselló, the FOMB, and Puerto Rico’s power authority (PREPA) had decided that renewable energy must replace PREPA’s reliance on imported oil. Since renewable energy is now cheaper than oil, natural gas or coal, such a move makes complete sense and would help the island save from $400 to $500 million per year.

That fragile high-level consensus has been thrown into doubt now by a PREPA privatization strategy that would lead to more fossil fuel dependency rather than less, and that would discourage investment in renewable energy.

The Rosselló/FOMB/PREPA consensus also concluded that PREPA’s current onerous debt load, $8 billion to bondholders and $1 billion to other creditors, was unsustainable, which is why this year’s PREPA budget and its five-year fiscal plan calls for no debt service payments. Wall Street has pushed back aggressively on this tack.



Bishop’s part in all this has been to take the side of oil and gas interests, which want to keep their annual $2 billion hold on PREPA, and to work on behalf of bondholders rather than Puerto Ricans.

His intervention, if successful, will have but one outcome: Perpetual bankruptcy for Puerto Rico.

On the energy front, it would very likely lead to implementation of policies orchestrated by companies that have been the subject of scathing oversight reports and have even attracted consumer-led class action lawsuit.

Bishop’s support for Puerto Rico’s bondholders is equally misguided. He has recently filed a petition seeking to pressure a court to overrule the budget and fiscal plan agreed to by the governor, the FOMB and PREPA.

Bishop would be of more assistance to bondholders if he would prevail upon the Securities and Exchange Commission to investigate the bond issuances and the many well-heeled interests that arranged and benefited from the reckless borrowing that bankrupted Puerto Rico. That group includes bond underwriters, lawyers, accountants, credit agencies, financial advisors, Puerto Rico’s own political and governmental establishment, and oil companies. They should be responsible for paying back the bondholders who were fleeced.

Official Washington was complicit, too, in all the winking and nodding that created Puerto Rico’s fiscal mess. A recent GAO audit that focused on the debt problems of the island makes clear that federal policy has utterly failed Puerto Rico. Where was the Congressional oversight as the commonwealth's situation deteriorated?


It’s not too cynical to assume that so long as fossil fuel interests collected their money and bondholders got paid, Washington’s power structure was content to ignore the festering problems that Puerto Rico is struggling with today (many members of Bishop’s committee have benefitted from substantial fossil fuel campaign contributions, incidentally).

Bishop has railed rightly against on-island political interference in Puerto Rico’s fiscal reforms. But replacing local meddling with a Washington-based fossil fuel and Wall Street policy juggernaut will only make matters worse.

Now, as the top digital token stages a comeback, some of these stocks are once again mimicking moves of the biggest cryptocurrency.

Bitcoin has rallied more than 30 percent in July, shrugging off security and regulatory concerns that have plagued the virtual currency for much of this year. Shares of Marathon Patent Group Inc., a firm that opened a Bitcoin mining facility in Quebec, have posted a comparable gain this month. Riot Blockchain Inc., a former machinery maker for the biotech industry, saw its stock surge nearly 40 percent when Bitcoin jumped on July 17, lifting it to little changed for the month. NXT-ID Inc. shares rose as much as 5.1 percent Monday after the company said it’s marketing a crypto-payments device with rapper Lil’ Flip.

CINCINNATI — After giving up five runs in three innings in his first rehab start at Triple-A Louisville in June, Homer Bailey didn’t feel right. He knew something was wrong and had an idea of how to fix it.

Bailey wanted to go to Oklahoma to see Skip Johnson, the Oklahoma Sooners’ head baseball coach and former pitching coach at the University of Texas.


Bailey, who lives in the Austin area, had met Johnson after the 2008 season when Johnson was an assistant with the Longhorns.

The two got together in Norman, Oklahoma, to try to identify what wasn’t working for Bailey at the big-league or minor-league levels.

“I could go into details, but it’s nothing you’d understand,” Bailey said Monday. “It’s kind of technical, technical stuff.”

Westfund Rehab Report: Round 19



Defenders Aidan Corr and Sam Taylor, and veteran Ryan Griffen face fitness tests this week in a bid to face St Kilda at Spotless Stadium on Saturday afternoon.

Corr (groin), Taylor (corked leg) and Griffen (hamstring) missed Sunday’s win over the Power and will need to get through Wednesday’s main training to return to the side this week.

“They’re all improving and we want to see how they go in training this week and whether they can put their hand up for selection against St Kilda,” said GIANTS Head of Athletic Performance David Joyce.

Forward Matt de Boer (ankle) and midfielder Harry Perryman (hamstring) are also tracking well for a return to the field shortly.

“I would expect them in all or part of training tomorrow and hopefully they pull up well and then we can see where they fit in at selection for the next week or two,” Joyce said.

“I’m really pleased with how both of them are going, both outside with the footy and running and inside the gym as well so they’re tracking along nicely."

The GIANTS take on St Kilda at Spotless Stadium at 4:35pm on Saturday.

‘Rehab Addict’ Star Nicole Curtis Wants Baby Daddy Denied in Attempt to Strip Her of Custody
HGTV’s “Rehab Addict” star Nicole Curtis is demanding her baby daddy be shut down in his attempt to strip her of custody, saying his request is motivated by his own selfish interests.

As The Blast first reported, Shane Maguire, filed a request for custody on July 3, seeking sole custody of 3-year-old Harper. He says Curtis is trying to “ruin their relationship entirely” by making custodial handoffs a “game of cat and mouse.”

According to new court documents obtained by The Blast, Curtis says nothing has changed to warrant such a change in custody since his last attempt in March over the same thing.


She accuses Maguire of resorting to “the heavy-handed and headline-attracting maneuver of seeking a change of legal and physical custody” and denies that things have deteriorated between the two or that her actions harm their son.

Curtis says, “Shane’s filing of this motion is motivated only by his own selfish desires, without any regard to physical, development, and emotional well-being of the minor child.”

Back in 2016, the court entered a final judgment in their case that covered custody, support, and other issues. Curtis was awarded primary physical custody and the ex-couple shared legal custody. Maguire was also ordered to pay $1,200 a month in child support.

On Tuesday afternoon, TMZ reported that Demi Lovato was rushed to an LA hospital after what appeared to be a heroin overdose.


Demi was taken from a home in the Hollywood Hills to a nearby hospital just before noon on Tuesday. Her condition is unknown at this time.

Demi has struggled with drug and alcohol addictions, bipolar disorder, depression, and eating disorders, and has been very open about her visits to rehab centers to combat these illnesses. Here’s a timeline of what we know about Demi’s battle with addiction:

2010: Demi Checks into Rehab for Anorexia, Bulimia, and Cutting

At 18, Demi underwent rehab after a physical altercation with a backup dancer on the Camp Rock 2 tour. She sought rehab for “physical and emotional issues”.

E! Online states that specifically, Demi’s issues in 2010 stemmed from “anorexia, bulimia, and cutting”.

It was during her time at this treatment center that Demi was diagnosed with bipolar disorder. Speaking to People in 2011, she bravely admitted, “I never found out until I went into treatment that I was bipolar. Looking back it makes sense… There were times when I was so manic, I was writing seven songs in one night and I’d be up until 5:30 in the morning.”

2013: Demi Checks into a Sober Living Home

In January 2013, Demi checked into a sober living home in Los Angeles. E! reports that she remained there for about a year.

It was around this time that Demi was quoted as telling Access Hollywood that she “couldn’t go without 30 minutes to an hour without cocaine.”

She also opened up to American Way about her abuse of OxyContin, saying, “I lived fast and I was going to die young… I didn’t think I would make it to 21.”

Speaking to American Way, Demi shared she took her last drink in 2012 and continuously attends Alcoholics Anonymous meetings.

June 2018: Demi Releases a Song with the Lyrics “I’m Not Sober”

In June, Demi released the song “Sober”. Some of the lyrics read, “Momma, I’m so sorry I’m not sober anymore / Daddy, please forgive me for the drinks spilled on the floor… To the ones who never left me we’ve been down this road before.” In an article released after the song dropped, the Huffington Post wrote, “It seems to indicate she’s relapsed after six years of sober living.”

In 2016, Demi sat down with Refinery 29 to discuss her past struggles with addiction. She said, “Prior to getting sober, I was one of those people who was like, I don’t give a fuck, whatever. And I used that as an excuse to do whatever I wanted. I was a nightmare to work with.”

She has said that the outpouring of love from her fans has been both humbling and motivating. “When I have meet-and-greets, I can’t tell you the amount of times that girls will show me their arms covered in scars or cuts… They’ll tell me, ‘You helped me get through this. Because of you, I stopped self-harming,’ or ‘I got sober.’ Hearing those things gave my life new meaning.”

That's one of the findings of Chronic Pain Australia's National Pain Week survey.

Because of the nature of some causes of chronic pain, a cure may be out of reach, and therefore many patients must look to a mix of practitioners — sometimes at great expense.
